Exchanging an open-ended driving licence
Permanent driving licences issued between 1999 and 2013 must be exchanged in stages by 19 January 2033 at the latest.
Course description
Open-ended driving licences issued between 1 January 1999 and 18 January 2013 must be exchanged for an EU driving licence by 19 January 2033 at the latest.
In order to organise the exchange as orderly as possible, a phased system has been introduced. The date by which you must exchange your driving licence depends on the year of issue.
You will find the year of issue on the front of your driving licence under number 4a.

1. Please submit your application together with all the necessary documents.
- You can submit the application by post or online
- By post: Please complete the application in full, sign it and send everything to us together with the required documents. You can find the application forms under Links and Downloads.
2. Once your application has been recorded, you will receive a notification with your processing number. This will also tell you how to check the processing status online.
3. As soon as your driving licence is ready for collection, you have two options:
- You can make an appointment online to collect it, or
- You send us your old driving licence together with a form. You can download the form in the processing status query as soon as the driving licence can be handed over. Once we have received your old driving licence, we will automatically send you your new driving licence by post.

You are registered with your main place of residence in Munich and have a permanent driving licence issued between 1 January 1999 and 18 January 2013.
